Harry
Evans has held a variety of senior positions in the Senate, taking
the top job in 1988. He has an unparalleled knowledge of the Senate
Estimates process, and its key role in scrutinising the way
governments spend public money.
In
October 2004 the Senate Clerk warned that if the Government won a
majority in the Senate parliamentary accountability would be
reduced. Senate inquiries that might embarrass government – like
the Children Overboard Inquiry – would be a thing of the
past.
Time has
proved the straight-talking public servant right. Now he examines
fears that the last accountability mechanism, Senate Estimates
enquiries, are under threat.
